BANGOR, Maine — The father of a Parkman woman who was murdered by her ex-boyfriend over a decade ago is still pushing for a statewide electronic monitoring system.
Vance Ginn has advocated for a statewide system that would use ankle bracelets to follow inmates out on bail awaiting trial for domestic violence crimes, as well as those who have been released on probation.
Stephanie Ginn Gebo, his daughter, was killed by her ex-boyfriend in 2015.
Ginn recently saw a report from our media partner, WMTW, about a Farmington mother who is concerned for her and her child’s lives.
She claims that law police and activists encouraged her to locate a secure spot and hide from her husband, who was scheduled to be freed Wednesday morning.
Ginn believes that a monitoring system might be utilized to safeguard people in this situation, and he wonders why it is not in place throughout Maine.
“We could always know where these folks are. If anything goes wrong, we have time to reach the victim before the offender finishes smashing down the door. They’ve got time. Now, I’m not going to stand here and claim that this system is perfect, because such a thing does not exist. There will be nasty people trying to get around it. “Those are the ones we have to try to stop,” Ginn explained.
Ginn claims nine counties utilize ankle trackers, but they are supported by public donations.
He is inviting people to contact their MPs to assist in the implementation of the initiative, which he hopes will bring victims serenity and protection.
